2. Context
Gwen pulls relevant memory, knowledge, tool state, prior decisions, and recent mission history.
3. Tools
Gwen can use connected systems, browsers, documents, code workspaces, and execution engines when a mission needs them.
4. Approval
Read-only work can continue. Sends, purchases, writes, and high-risk actions require approval.
Why the operating layer matters
Gwen records what happened: context used, tool attempts, approvals, outcomes, and feedback. That makes future work better without forcing the user to manage implementation plumbing.
